This publication is the outcome of work of the UNECE Group of Experts on Euro-Asian Transport Links (EATL) in phase III of the project (2013-2017). The report was drafted by a consultant from the Scientific and Research Institute of Motor Transport (NIIAT) in Moscow and is focused both at coordination and facilitation of financing of infrastructural projects, as well as facilitating and removing physical and administrative bottlenecks at border crossings in overland transport between Europe and Asia. The report is a particularly useful tool for transport policy-makers from Landlocked Developing Countries (LLDCs) and transit countries in the Euro-Asian region and beyond, in that it, inter alia: i) Identifies and describes main commodity groups for the transport of which inland modes of transport can compete with maritime and aviation modes (incl. non-containerized, containerized and high-value containerized cargo); ii) Provides analysis showing the economic advantage (in terms of time and costs) of inland routes compared to air or maritime routes; and iii) Identifies the current strengths and weaknesses and lists several recommendations to make inland routes more competitive vis-à-vis the other modes. The EATL project’s principal value to the market is that it paved the way for the operation of container “block trains”. The development of the block trains, the so called “highways of railways” made the Euro-Asian corridors operational, serving as a regular mechanism controlled by the market that evaluates the service levels and requests for greater facilitation, cooperation and investment.

TRB Special Report 320: Interregional Travel: A New Perspective for Policy Making examines the demand for and supply of interregional transportation in the United States. Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. The Railway Research Institute (Instytut Kolejnictwa) in Warsaw was established in 1951 and was, until 2000, part of the Polish State Railways (PKP). At present, it serves as an independent entity, it is subordinated to the minister responsible for transport. Since its inception, the Institute has been the centre of competence for technology, technique and organization of operation and services in rail transport, particularly in respect to innovation. One of its fundamental tasks also includes activities connected with safety which are carried out in close cooperation with the National Safety Authority, i.e. the Office of Rail Transport. At the same time the Institute participated in the process of upgrading and modernization of the rail network in Poland. Experience in high speed rail, gained as a result of international cooperation and basing on the effort to increase speed on railway lines in Poland (so far 200 km/h), is included in the monograph “Koleje Dużych Prędkości w Polsce” (High Speed Rail in Poland) published in 2015 for the benefit of the Polish reader. This monograph aims at reaching an international audience of experts so as to present Polish determinants of HSR implementation. In order to elaborate this monograph, apart from specialists from the Railway Research Institute, experts from other research and academic centres were invited. Not only presenting a wide range of problems connected with future construction of High Speed Lines in Polish conditions, but also a number of operational ones. The authors have created a reference work of universal character, solving problems in order to build and operate high speed rail systems in countries on a similar level of development as Poland. Features: providing requirements for design and upgrade of engineering works on High Speed Rail development information on restructuring and building railway lines for countries starting to develop a High Speed Rail system dealing with organizational, engineering, socioeconomic and economic demands for transport services and the formation of human resources for constructing and operting a High Speed Rails system. Presenting these problems on the international arena will facilitate future cooperation and application of world experience to create HSR in Poland and integrate the Polish HSR network into the international one.

These conference proceedings include a collection of articles presented at the RailExchange conference in October 2017 at Newcastle University, UK. They will be useful for researchers in developing countries looking for opportunities of knowledge exchange. The RailExchange project aimed to develop sustainable railway education in Thailand, via international partnerships and industry collaborations based around stakeholders' expertise and experiences. It involved staff exchange (academics and researchers) between Mahidol and Newcastle University for joint research and curriculum development and also organizing railway conferences and workshops in both Thailand and the UK. The papers published here focus on rail-related issues and present a perspective of a widely understood 'exchange' in academia and industry environments. 'Exchange' is perceived as rail knowledge exchange between partners, rail staff exchange between academia and/or industry, research exchange between teams, student-lecturer knowledge exchange, academia-industry collaboration, etc. In addition, more general rail-related papers are also included.
